Add interface to allow shutting down misbehaving users

There has to be an interface for an admin to shut down a misbehaving user. The admin will typically have a description of some offending network traffic originating at a Tycoon providing node. This description will include a source and destination IP address and possibly a date. The admin must identify which user's host account sent that traffic and freeze the user's bank and host accounts. The goal is to do this as quickly as possible and with minimal work on the part of the admin. There would also be a way to unfreeze the user in case the misbehavior report was unfounded.
