No Refund occurs when 'host fund' fails if account doesnt exist on auctioneer

Description

If I do a host fund operation on an auctioneer where I dont have a VM account the operation is unsuccessful. However a bank transfer operation occurs from my account to the auctioneer owner account. This transfer operation is not refunded even though the host fund operation fails.
