Make contingency scheduler more transparent

Have contingency funds be non-refundable and reflected in ongoing price. The reflection in price would allow other users to see that a "reservation" is in effect and take that into consideration. The non-refundability would prevent users from using this to bluff away other users. The contingency funds would still only be consumed when needed. The question is how should it be reflected in price.
